Background: In order to improve the quality of primary education, Bangladesh is currently conducting a one-year C-in-Aid training program to enhance the professional skills of teachers in 54 PTIs. In addition to this one-year C-in-Aid training program for teachers, the Government of Bangladesh has undertaken a number of programs in the Primary Education Development Program with the aim of developing them as skilled teachers through repeated on-the-job training activities. One of these is the establishment of a resource center at the upazila level to provide various assistance to enhance the professional skills of primary school teachers. In fact, the main objective of establishing the Upazila Resource Center (URC) is to enhance the professional skills of the primary school teachers through regular training and education as well as to enhance their skills in the day-to-day teaching and learning process of the classroom and this is a new infrastructural addition to primary education management. In order to improve the quality of primary education, Upazila Resource Centers have been set up in 481 Thanas / Upazilas of the country in phases under the first Primary Education Development Program (1996-2003) with the funding of two projects titled Ideal and Norwegian Aided Mass Education Development. Following that, URC was established in 2000 in Shibganj, Bogra. Later in 2005, the government of Bangladesh included 481 Thana / Upazila Upazila Resource Centers in the revenue budget of the country. At present URC is an essential institution for modernization of primary education under the Department of Primary Education, Bangladesh, Dhaka under the control of the Ministry of Primary and Mass Education.
